This happens when pollination fails to occur. There can be several reasons for this. The most common is the sterilization of pollen due to excessively high temperatures (above +30°C, pollination becomes practically impossible). This situation arises if the greenhouse remains closed in hot weather.
The only solution: if the sun is shining brightly, the greenhouse must be ventilated. This will also allow pollinating insects to fly in. Generally, tomatoes are considered self-pollinating plants, but the involvement of bumblebees (which use "buzz pollination") is highly beneficial.
In cold and damp weather, tomato pollination is also hindered. Moist pollen clumps together and struggles to reach the stigma. This problem can be solved by gently shaking the plant stems in the middle of the day (when humidity is lowest). Usually, a small stick is used to lightly tap the base of the flower clusters.
